Summary

The Department of Health and Human Services (HHS) released a technical paper on possible model changes to the HHS-Operated Risk Adjustment (RA) model, which provided additional detail and analyses on proposed model updates. A summary report accompanied the technical paper, providing estimated combined impact of model specification changes on risk scores and transfers based on a transfer simulation using 2020 benefit year data.
