Summary

The HIV/AIDS pandemic is a global emergency, and new resources will be utilized most efficiently with maximum coordination within the international community. Three key principles for national authorities and partners are:
• One agreed HIV/AIDS Action Framework
• One National AIDS Coordinating Authority with a broad-based multi-sector mandate
• One agreed country-level Monitoring and Evaluation System.
These principles aim to optimize roles and relationships in the fight against HIV/AIDS, ensuring effective coordination, national ownership, and accountability.
