Summary

Natural England advises that colonisation of Sabellaria spinulosa reef on artificial substrate, such as rock protection, should not be considered as contributing to the favourable condition status of Annex I reef, as it is not a replacement for natural reef on site sediment. Trading one Annex I habitat for another is not acceptable, and possible gains of Sabellaria spinulosa reef do not mitigate the loss of another Annex I habitat, such as sandbanks. The creation of new habitat through artificial means, such as rock protection, is not equivalent to natural habitat and may not guarantee the desired outcome, and therefore should not be considered as reducing the impact of habitat loss elsewhere.
