Summary

Since 2004, acute care hospitals have had a financial incentive to publicly report quality measure data on the Centers for Medicare & Medicaid Services' (CMS) Hospital Compare website. Critical Access Hospitals (CAHs) do not have the same financial incentives, but the Hospital Compare initiative provides an opportunity for CAHs to publicly report and improve their performance. In 2018, the Federal Office of Rural Health Policy (FORHP) required CAHs to report antibiotic stewardship measure data as part of their Medicare Beneficiary Quality Improvement Project (MBQIP).

This report summarizes reporting rates and performance among all U.S. CAHs on inpatient, outpatient, and structural quality measures for calendar year 2018. Key findings include:
- 92.9% of CAHs reported inpatient measures, up from 89.2% in 2017.
- 87.4% of CAHs reported outpatient measures, up from 65.1% in 2017.
- 19 states had all CAHs reporting inpatient measures, and 13 states had all CAHs reporting outpatient measures.
- Antibiotic stewardship measures data were reported to the CDC's National Healthcare Safety Network (NHSN).
- The report includes 13 process of care measures, six healthcare-associated infection (HAI) measures, two structural measures, and one antibiotic stewardship measure.
- Performance was measured as the percentage of patients receiving recommended care, and antibiotic stewardship performance was measured as the percentage of CAHs fulfilling all seven core elements of an antibiotic stewardship program.
- National performance results for HAIs are shown using Standardized Infection Ratios (SIRs).
