Summary

This chapter is known as the "Housing Maintenance Code" and is intended to enforce minimum standards of health and safety, fire protection, light and ventilation, cleanliness, repair, and maintenance in dwellings. The code applies to all dwellings, except as otherwise provided, and imposes duties and responsibilities on owners, tenants, and the municipality to preserve decent housing and prevent urban blight. Key definitions include: a dwelling as any building or structure occupied as a home or residence; a family as one or more persons related by blood, adoption, or marriage, or up to three unrelated persons occupying a dwelling unit; and a private dwelling as a building or structure designed and occupied for residential purposes by not more than two families. A multiple dwelling is a dwelling occupied by three or more families living independently of each other.
