Summary

The Department of Census and Statistics in Sri Lanka, in collaboration with the World Bank, conducted a poverty mapping exercise in 2005 to measure poverty incidence at the Divisional Secretariat level. The exercise revealed significant spatial heterogeneity in poverty, with the poverty headcount ratio ranging from 6% in Colombo to 37% in Badulla and Moneragala. The poverty map was used to inform policy makers, particularly in the reform of the samurdhi transfer program. However, the 2002 poverty map has become outdated, and a new map was created using the 2012 Census of Population and Housing and the 2012/13 Household Income and Expenditure Survey. The new map provides updated information on poverty in Sri Lanka, including the Northern and Eastern provinces, which were not covered in the previous map. The small area estimation method was used to estimate household expenditure for small areas, combining information from the household survey and population census. The results show that poverty has decreased in Sri Lanka, with the national poverty rate falling from 22.7% to 6.7% between 2002 and 2013.
