Summary

Ms. Izumi Nakamitsu, High Representative for Disarmament Affairs, briefed the Security Council on the implementation of resolution 2118 (2013) regarding the elimination of Syria's chemical weapons program. The OPCW Technical Secretariat continues to face challenges due to the COVID-19 pandemic, but has maintained its readiness for deployments and engagement with the Syrian Arab Republic. The Declaration Assessment Team (DAT) is still working to clarify outstanding issues regarding Syria's initial declaration, with 19 issues remaining unresolved, including one related to a chemical weapons production facility. The OPCW has requested Syria to declare the types and quantities of chemical agents produced at the facility, but has yet to receive a response. The OPCW Technical Secretariat considers Syria's declaration incomplete and inaccurate due to the unresolved issues. Nakamitsu urged Syria to cooperate fully with the OPCW and emphasized the need for the international community to hold accountable those who have used chemical weapons in violation of international law.
