Eva Bellin argues that military occupation is unlikely to be the midwife of democracy, contrary to the assumption driving America's intervention in Iraq. She examines the historical record of America's occupation of postwar Germany and Japan, which are often cited as evidence that occupation can deliver democratic outcomes. However, Bellin identifies eight factors that make these cases noncomparable to Iraq, including dramatically different levels of economic development.
