Summary

A project must meet various planning and NEPA requirements, including being part of a fiscally constrained Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP) or Statewide Transportation Planning Program (STIP), and having full funding reasonably available for completion. The FHWA cannot sign a final NEPA decision until the project meets specific criteria, including being in the fiscally constrained MTP and TIP, and having full funding reasonably available for completion.
