Summary

A pandemia da COVID-19 é um exemplo de grande emergência que desafia a administração pública, e as organizações da sociedade civil (OSCs) podem contribuir para uma resposta rápida e adequada a tais ocorrências. O governo é o principal responsável pela salvaguarda do interesse público, mas não seria viável manter sempre à disposição uma estrutura que só se faz necessária em momentos de grandes catástrofes. As OSCs podem ser uma alternativa para responder de imediato a desafios deste gênero, aproveitando a infraestrutura, os recursos humanos e os processos instituídos no setor privado. O objetivo deste trabalho é indicar como governos de todos os níveis podem se beneficiar das OSCs para aprimorar suas respostas a diversos tipos de emergências.
