Summary

Official statistics traditionally focus on national averages, which mask disparities and are inadequate for measuring progress, particularly for marginalized and vulnerable groups. To ensure no one is left behind, data collection for the Sustainable Development Goals (SDGs) should capture the situation of disadvantaged groups and inequalities among social groups. Relevant data should be disaggregated by grounds of discrimination, such as ethnicity, sex, age, income, and disability, and determined through an inclusive, participatory process. Disaggregation is not always the best way to detect inequalities, and other types of data collection, such as targeted surveys, may be more appropriate. Big data can be useful, but its usefulness in ongoing monitoring is unclear, and it may exclude marginalized groups. A data revolution is needed, involving experts, civil society organizations, national human rights institutions, and marginalized populations, to capture the situation of disadvantaged groups and ensure no one is left behind.
