Summary

The primary responsibility for protecting human rights defenders lies with governments, as stated in the UN Declaration on Human Rights Defenders. However, due to the increasing risks faced by defenders, it is also essential to pursue other means to strengthen their protection. This manual aims to support human rights defenders in developing their own security plans and protection mechanisms. Many defenders are so engaged in their work that they give insufficient attention to their own security. It is crucial for all those involved in human rights work to understand the importance of security for themselves and for the people they work with and for.

Protection International (PI) has over 25 years of combined experience in protecting human rights defenders and other vulnerable groups. PI's global strategy for defender protection includes capacity building and training, risk assessment, security/protection management, transfer of knowledge and tools, publication of manuals, and protection research. Between 2004 and 2008, over 1700 defenders participated in PI's capacity building and security workshops, improving their capacities in managing their own security and protecting others. PI also conducts protection research, publishes information on lessons learned and best practices, and advocates for protection through recommendations, reports, press releases, and documentaries.
