The Russian Federation is facing a deadly AIDS epidemic driven by human rights abuses against those most at risk, including injection drug users. However, in Saint Petersburg, good policies have removed some barriers to fighting HIV/AIDS, including permitting syringe exchange and efforts to remove discrimination in health services. Nevertheless, police harassment and intimidation still impede access to HIV prevention tools, creating a climate of fear for drug users.
