Summary

Hurricane Katrina damaged 90,000 square miles of Louisiana and Mississippi in 2005, destroying basic infrastructures, and the Federal Emergency Management Agency (FEMA) failed to meet expectations in coordinating relief efforts due to severe interorganization coordination problems, jurisdictional disputes, information overload, and fraud. Hastily Formed Networks (HFNs), like the one formed by FEMA, are organizational structures put together quickly in response to emergencies, but they are plagued by difficulties in communication, information sharing, and coordination, and are not well understood. Network science is beginning to shed light on the limitations of different levels of networks, including hyper-networks, which are ecosystems of interacting multiple organizations collaborating toward common goals, and HFNs are a type of hyper-network with little time to learn and adapt before producing results.
