Summary

The Youth Justice Board for England and Wales is consulting on a Secure Estate Strategy for 2011/12-2014/15 to address the issue of excess capacity in the secure estate due to a fall in the population of young people in custody. The strategy aims to ensure the estate operates cost-effectively and enables the successful rehabilitation of young people. Four policy options are being considered: better aligning capacity to demand, developing smaller intensive support units, supporting young people in the resettlement process, and spot purchasing places in alternative provision. The policy will be reviewed in November 2011. The strategy aims to reduce reoffending and improve rehabilitation, with benefits including cost savings, reduced reoffending, and wider benefits to society. The geographic coverage of the policy is England and Wales, and it will be implemented from December 1, 2011, with the Youth Justice Board and Ministry of Justice enforcing the policy.
