Four strategies are proposed to implement inclusive growth:
1. Investive social transfers, such as establishing a European Fund for Employment and Income Security (EIS) to strengthen national unemployment insurance systems.
2. Protected flexibility, including promoting internal functional flexibility through work sharing.
3. Investing in people, such as strengthening dual learning systems and inducing mobility chains.
4. Efficient labor market regulation to better utilize existing capacities and restrain inefficient forms of flexibility.

These strategies aim to address the trade-off between comparable productive capacity and flexibility, which has been exacerbated by the introduction of the monetary union. The goal is to promote inclusive growth, social cohesion, and democracy, while avoiding measures that could erode social protection and exacerbate unemployment.
