Summary

India has a slow and ineffective justice system for past victims of communal violence, with intimidation, harassment, and small-scale violence against religious minority groups continuing. The country has a mixed record in addressing these issues, with limited capacity to investigate and prosecute cases, an antiquated judiciary, and religious bias. Despite positive steps, such as increasing support for minority groups, incidents of violence and harassment are more common in states with "Freedom of Religion Act(s)". The US government is recommended to integrate concern for religious freedom into bilateral contacts with India, urge the Indian government to strengthen measures to prohibit and punish religious violence, and encourage states to repeal "Freedom of Religion Act(s)".
