- Incineration (waste disaster, decontamination-generated materials)
- Other reduction facilities (e.g., screening, under consideration)
- Continuous Monitoring Facility: Spatial radiation and groundwater monitoring
- Research & Development Facility: Basic and verification research on volume reduction and high-concentration separation
- Administration Building: Management offices, employee facilities, and information center
- Landscaping & Buffer Green Space

Construction & Management:
- The national government is responsible for construction and operation, utilizing the special corporation, Environmental Safety Business Corporation (100% government-owned)

Site Selection Criteria:
- Safety and environmental considerations: Disaster resistance, environmental impact factors, topography, geological features, protected environmental elements, and distance from residences
- Transportation of soil and waste: Proximity to regions with large amounts of contaminated soil and waste
- Availability of land: Easily obtainable land, with national government acquisition as an option
- Special decontamination requirements: Regions with high radiation levels

Timeline:
- Fiscal 2014: Local surveys, design, and land acquisition
- Fiscal 2014: Completion of local coordination
- Fiscal 2016 onwards: Construction start
- Fiscal 2017 onwards: Initial operation and waste acceptance
- Within 30 years of intermediate storage start: Completion of final disposal outside Fukushima prefecture
