Summary

The US has spent almost $43 billion on the International Space Station (ISS) over two decades. The NASA Authorization Act of 2010 required NASA to manage the ISS National Laboratory through a cooperative agreement with a not-for-profit entity, which it did with the Center for the Advancement of Science in Space (CASIS) in 2011. CASIS has implemented required management activities, such as prioritizing research and awarding grants, but has not been able to interact with the ISS National Laboratory Advisory Committee due to NASA's failure to staff it. CASIS has established performance metrics, but lacks measurable targets, and NASA's annual assessment of CASIS is not documented. The GAO recommends that NASA fully staff the advisory committee, develop measurable targets with CASIS, and document its annual review of CASIS's performance.
