Summary

Key points include:

- After four years of centrist government, efforts to transform public administrations into a growth driver have failed, with indicators showing declining competitiveness.
- Modernizing the system is a top priority to reduce the gap with more efficient countries and to support effective public policies.
- Despite being slightly below the OECD average in terms of costs, Italian public administrations (PAs) face issues with service quality and regulatory costs.
- PAs' main contribution to the country's competitiveness lies in their ability to design and implement effective public policies, not just reducing spending.
- There are significant areas of waste and inefficiency in PA spending, particularly in state administrations, which can be addressed without compromising service quality.
- To achieve these goals, a comprehensive modernization, innovation, and renewal plan for Italian public administrations is needed, with three main objectives: improving service quality, contributing to financial balance, and enhancing the country's competitiveness.
