Summary

The Inspector's preliminary conclusions on the Eastleigh Borough Local Plan 2011-2029 are that the Council has not fully recognised the extent of affordable housing need and has not considered all options to address it. The five-year land supply position is inadequate, and the overall supply position is tight. The Inspector considers that the Plan should respond to these matters now, rather than delaying consideration to a review in several years' time. The derivation of the housing requirement in the Plan is based on the PUSH South Hampshire Strategy 2012, which was not compliant with the National Planning Policy Framework. The PUSH SHMA 2014 recommends a housing need of 615 dwellings per annum, which is higher than the 564 dwellings per annum proposed in the Plan. The Inspector concludes that the Plan should seek to meet the expectations of the Framework and address any significant shortcomings now, rather than postponing them to a review.
