Mae'n cynnig awgrymiadau i gryfhau'r strategaeth, gan gynnwys nodi'r pwynt bod y Fforwm Iaith Sirol ddim yn gweithredu mewn gwagle, ac bod angen cydnabod bod y Gymraeg yn iaith leiafrifol am y dyfodol gweladwy. Mae'n awgrymu cyflwyno'r cysyniad o "gontinwwm" i roi sefydliadau cyhoeddus a rhai 3ydd sector a phreifat ar gontinwwm tuag at ddefnyddio'r Gymraeg yn brif gyfrwng eu gwaith. Mae'n gweithio tuag at wneud y Gymraeg yn brif iaith y sir, ac mae'n awgrymu bod angen symud at y nod hwn yn Strategaeth 2.
