Summary

New York City's juvenile justice system faced a crisis in 2006 with the closure of its only alternative to detention, leading to a surge in detention populations. In response, the city undertook a two-phase reform process with the Vera Institute of Justice, developing an empirically based risk-assessment instrument (RAI) to inform judges' decisions on pretrial detention and creating community-based alternatives to detention (ATDs) for eligible youth. The RAI identified factors correlated with failure to appear in court or rearrest, such as open warrants or previous arrests, and helped reduce detention use at arraignment by 25% and rearrest rates by 30% between 2006 and 2008.
