Shërbimet e ofruara përfshijnë ato në fushën e artit, kulturës, shëndetësisë, arsimit, sportit, rinisë, transportit, turizmit, mjedisit, ekonomisë, financave, punësimit dhe trajnimit. Marrëveshjet për ofrimin e shërbimeve me çmime të reduktuara nënshkruhen ndërmjet ministrive, njësive të vetëqeverisjes vendore dhe subjekteve publike dhe private. Efektet financiare nga reduktimi i çmimeve përballohen nga buxheti i secilës ministri dhe njësia e vetëqeverisjes vendore. Ky vendim synon të sigurojë shërbime me çmime të reduktuara për studentët, duke përdorur kartën e studentit si dokument unik.
