Summary

The Science Advisory Board (SAB) evaluated the effectiveness of partial lead service line replacements (PLSLR) in reducing drinking water lead levels and found that available data are inadequate to fully determine its effectiveness. The SAB concludes that PLSLRs have not been shown to reliably reduce drinking water lead levels in the short term and are frequently associated with short-term elevated lead levels, potentially causing harm. The SAB identified limitations in studies, including small sample sizes and limited follow-up sampling, and found that full lead service line replacement (LSLR) appears to be more effective in achieving long-term reductions in drinking water lead levels. The SAB also noted that galvanic corrosion associated with PLSLR poses a risk of increased lead levels in tap water. Overall, the SAB found that PLSLR may pose a risk to the population due to short-term elevations in drinking water lead concentrations.
