Summary

Occupational licensing requirements often prevent ex-prisoners from entering the workforce, as they require higher levels of skill and educational attainment than many ex-prisoners have upon release, and some states have "good character" provisions that prohibit ex-prisoners from receiving an occupational license. A study found that states with heavy occupational licensing burdens saw an average increase in three-year recidivism rates of over 9%, while states with low burdens saw an average decline of nearly 2.5%. The study suggests that licensing reform should be included in criminal justice reform efforts to help ex-prisoners reintegrate into the workforce and reduce recidivism rates.
