Summary

The European Commission aims to develop a European Maritime Policy to optimize the potential of European oceans and seas, balancing economic, social, and sustainable aspects. The Wadden Sea Council, Council for the Rural Area, Council for Transport, Public Works and Water Management, and Netherlands Council of Housing, Spatial Planning and the Environment advise a radical policy innovation, following the functions of the marine system and taking an offensive approach. They advocate a programmatic elaboration of a system-based development of marine potential, including strategic regional visions, understanding interdependence of regional values, and formulation of long-term economic and ecological objectives. The EU should play a leading role in regional implementation, integrating European policy, and developing steering instruments. The councils call for ambitious governments to take the lead in creating space and possibilities for maritime and marine potential development.
