Summary

This CMS-mandated report (Version 3, October 2023) tracks Medicaid and Children's Health Insurance Program (CHIP) eligibility and enrollment data during the transition period when states resume routine operations after the COVID-19 public health emergency ends. Required under sections 1902(a)(4)(A), 1902(a)(6), 1902(a)(75) of the Act and 42 CFR § 431.16, it includes two report types: a one-time Unwinding Baseline Report (covering application processing, renewals, state policies, and Medicaid fair hearings) and ongoing Unwinding Monthly Reports (tracking application processing, renewals initiated, renewal outcomes, and fair hearings). States must report outcomes of previously pending renewals to update prior monthly reports. The report uses OMB control number 0938-1148 (CMS-10398 #66) and estimates 8-17 hours per response. All personally identifiable information is protected under the Privacy Act of 1974, and states may submit corrections for pending renewal data.
