St Stephen Parish Council met on 21 April 2022 at the Parish Centre. Apologies were received from Cllrs Tyndale, Hilton, Doyle, and Skelton. The council approved the minutes of the previous meeting, received no public participation, and no reports from St Albans District Council and Hertfordshire County Council representatives.

The council confirmed payments for the Platinum Jubilee Celebrations, including £3120 for fireworks and £5443 for stage, lighting, and generator hire. They also approved grants for books for schools, agreed to continue with the current internal auditor, and considered discount and grant applications.

Cllr Yates declared a non-pecuniary interest and left the room for the discussion on the Tennis Club rental lease. The council agreed to implement the RPI rental lease from January 2022 and establish a group to work with the Tennis Club.

The council declined to purchase a Trimax mower due to lack of budget and noted minutes from various committees. The clerk reported on an enquiry for free use of the Community Centre for a Ukraine fundraising event and an offer from Morgan Sindall to supply items for community use.

The meeting ended with an in-camera discussion on HR updates, including confirming a job offer, agreeing increment payments, and considering probation appraisal reviews. The meeting closed at 8:47 pm.
