The Oglala Lakota Board of County Commissioners met on December 28, 2018, with Vice-Chairman Lyla Hutchison presiding. The meeting began with the Pledge of Allegiance and a review of the agenda. All motions were passed unanimously unless otherwise stated.

The board approved the agenda, minutes of December 7, 2018, and the Auditor's Account with the Treasurer. The Auditor's Account reported total county monies of $2,161,976.64, monies held in trust of $39,632.29, and monies collected for other entities of $51,609.33, totaling $2,253,218.31.

Motions were made to approve a transfer to reimburse the highway department for sheriff fuel, approve bills for the general fund, county road and bridge, and emergency management, totaling $113,921.75. A contingency transfer and supplement hearing was held, and the board approved a resolution for a contingency transfer of $5,865.38 to the general fund.

The board also authorized accepting an additional 20 tons of gravel to compensate for liquidated damages on the Kyle Road Project, Phase III, and discussed the Safety Benefits evaluation and general fund surplus analysis. A motion was made to designate $9,000.00 in the general fund unassigned balance for continuing expenses.

The board tabled action on the Lookout Solar Park and referred correspondence to the state's attorney's office. Contracts between Oglala Lakota County and the Fall River State's Attorney and Officials were presented and reviewed, and a resolution to change the home rule charter and elect an Oglala Lakota State's Attorney was discussed.
