Summary

Il Contratto Collettivo Nazionale Integrativo sulla mobilità del personale docente, educativo e ATA per gli anni scolastici 2022/23, 2023/24, 2024/25 è stato sottoscritto dal Ministero e da una sola sigla sindacale, ma la UIL scuola non lo ha firmato perché ritiene che non risolva il problema dei vincoli e che sia stato concluso con un metodo non corretto. Il contratto prevede vincoli triennali per i docenti che ottengono una sede richiesta, sia all'interno della provincia di titolarità che fuori provincia, e limita la possibilità di presentare domanda di trasferimento o passaggio per gli anni scolastici successivi. La UIL scuola ritiene che il contratto sia peggiorativo rispetto al precedente e che non tuteli i diritti dei lavoratori. Il testo del contratto prevede diverse ipotesi e casi di difficile interpretazione, tra cui il blocco triennale per i docenti che ottengono una sede richiesta e le limitazioni alle domande di trasferimento o passaggio per gli anni scolastici successivi.
