Summary

The Palestinian Authority (PA), led by Yasser Arafat, has systemically used corruption and crime to divert funds donated for the development of the Palestinian state to fund terrorism and enrich its leadership. The PA's predecessor, the Palestine Liberation Organization (PLO), was classified as a terrorist organization from 1964 to 1993, yet received financial and political support from various countries and organizations. The PLO amassed a fortune of around $10 billion through activities such as drug trafficking, arms smuggling, money laundering, and counterfeiting. After the Oslo Accords in 1993, the PLO transformed into the PA, but this did not stop its illegal activities. Instead, it expanded them, using its newfound legitimacy to launder money and fund terrorism. The PA has nine principal sources of income, including official contributions, taxes, investments, donations, extortion, and illegal activities such as arms deals, fraud, and drug trafficking. The use of drug trafficking as a funding tool was adopted by the PLO in 1983, and other terrorist organizations have followed suit. The West has largely turned a blind eye to the PLO's and PA's fundraising endeavors, allowing them to continue operating and laundering money to further their terrorist agendas.
