Summary

The COVID-19 pandemic has highlighted the issue of housing precarity in the US, which includes the risk of eviction and utility disconnections. Policies that limit evictions and moratoria on utility disconnections have been implemented to reduce the spread of the disease. Analysis using panel regression techniques found that these policies reduce COVID-19 infections and deaths. Specifically, policies limiting evictions reduce infections by 3.8% and deaths by 11%, while moratoria on utility disconnections reduce infections by 4.4% and mortality rates by 7.4%. If these policies had been in place across all US counties from March to November 2020, infections could have been reduced by 14.2% and deaths by 40.7% for eviction limits, and by 8.7% and 14.8% for utility disconnection moratoria.
