This circular updates members on amendments to the "National Registration Regulations" now renamed the "National Registration, Status and Transfer Regulations" (NRSTRs) due to:

Introducing player roster requirements for certain competitions, particularly National Premier League (NPL) first-grade teams.
Adopting FIFA regulatory framework changes, specifically the mandatory use of online registration and transfer systems, integration with FIFA Connect, and increased transparency in player movement.

Key Points:

Player Roster Requirements:

Amended NRSTRs now mandate specific player roster requirements for NPL first-grade teams.
A-League Clubs participating in NPL competitions are subject to additional conditions.
Competition Administrators can supplement these national requirements with competition-specific rules.

FIFA Regulatory Changes:

Mandatory Online Systems: The NRSTRs have been updated to require:
Online registration system for players.
 Online domestic transfer system (captures player movement data, distinct from the traditional domestic transfer process).
Integration of these systems with FIFA Connect.
 These changes aim to enhance transparency, facilitate international player transfers via the FIFA Clearing House, and improve player registration records.
