The Constitution of Bosnia and Herzegovina is based on respect for human dignity, liberty, and equality, and is dedicated to peace, justice, tolerance, and reconciliation. It establishes Bosnia and Herzegovina as a democratic state with free and democratic elections, and ensures the highest level of internationally recognized human rights and fundamental freedoms. The constitution consists of two entities, the Federation of Bosnia and Herzegovina and the Republika Srpska, and guarantees freedom of movement, citizenship, and the protection of human rights. It also establishes a Human Rights Commission and ensures the priority of international human rights standards over domestic law. The constitution protects the rights to life, liberty, security, fair trial, private and family life, freedom of thought, expression, assembly, and association, and prohibits discrimination and torture. Refugees and displaced persons have the right to return to their homes and restore their property.
