The city restricts noise to protect public health, welfare, safety, and quality of life, prohibiting unnecessary and excessive noise from all sources. Excessive noise is a class 2 misdemeanor and public nuisance, with specific prohibitions including:
- Operating devices that produce sound audible across property boundaries or 50 feet away
- Using loudspeakers or sound trucks for commercial purposes on public property or for noncommercial purposes between 10pm and 8am
- Sounding horns or whistles on vehicles except as warnings
- Yelling, shouting, or singing between 10pm and 8am
- Creating excessive noise in schools, public buildings, churches, or hospitals
- Keeping noisy animals
- Operating vehicles that create loud noises
- Discharging exhaust without a muffler
- Operating commercial or industrial businesses near dwellings between 10pm and 6am
- Construction noise between 10pm and 6am near dwellings.
Exceptions include sounds necessary for protection or preservation of property or person, protected speech, noncommercial public speaking and assembly with a permit, emergency response vehicles, parades, fireworks, and school-related activities.
