Summary

The Older Americans Act (OAA) provides critical services to about 11 million older adults, including home-delivered and congregate meals, family caregiver support, in-home assistance, and transportation. Funding for OAA has been relatively flat over the past decade, with $1.88 billion in federal funding in 2014, failing to keep up with inflation and demand from a rapidly expanding older population. The OAA targets services to older adults with greatest economic and social need, and states receive funds based on their share of the US population age 60 and older. Despite its importance, OAA funding is relatively small compared to Medicaid, and many seniors are ineligible for Medicaid but cannot afford long-term services and supports on their own. The OAA provides a safety net for people at risk of entering nursing homes, and researchers have found that states that invest in home- and community-based services have fewer low-care residents in nursing homes.
