Summary

The "Open Counter Method" is a way of selecting a contractor for a random contract (less than a certain amount) without designating a specific contractor, by having those who wish to participate in the estimate submit an estimate and determining the contractor. This method is applied to contracts that meet certain conditions, such as construction work, manufacturing, or purchasing, with a predicted price not exceeding a certain amount. To participate, one must meet certain qualifications, such as not being subject to certain restrictions or having a history of unfair or dishonest behavior. The estimate must be submitted in a specified format, either in paper or electronic form, and must include all necessary costs. The contractor will be determined based on the lowest valid estimate within the predicted price range. If there are multiple estimates with the same lowest price, the contractor will be determined by lottery. The selected contractor must sign and submit the contract document within a specified period.
