Summary

The Accountability Research Center (ARC) published a case study on the "Sandwich Strategy" used to monitor the Ogun State Home-Grown School Feeding Program (HGSFP) in Nigeria. The HGSFP, initiated in 2016, aims to provide meals to children in first through third grades using locally produced foods. A cohort of four civil society organizations (CSOs), supported by the MacArthur Foundation, worked together to monitor the program and promote transparency and accountability. The CSOs increased the capacity of local Parent Teacher Associations (PTAs) and School Based Management Committees (SBMCs), led to more transparent and accountable administration of PTAs' funds, and resulted in an increase in the protein portion size provided to students. The study analyzes the monitoring of the HGSFP from different perspectives, including the role of reformers within the government and the support of the MacArthur Foundation.
