Summary

The United States has a high incarceration rate, with 2.2 million people in federal, state, and local prisons and jails, and 4.7 million under probation or parole supervision. Despite declines in crime, incarceration remains disproportionately concentrated among racial and ethnic minorities, particularly African-American and Latino men with low levels of formal schooling. In 2015, 9.1% of young black men were incarcerated, 5.7 times the rate of young white men. Fully 10% of black children had an incarcerated parent, compared to 3.6% of Hispanic children and 1.7% of white children. The consequences of parental incarceration are severe, including increased risk of homelessness, infant mortality, and educational failure. Racial and ethnic disparities in incarceration are not due to trends in crime or victimization, but rather shifts in policing, prosecution, and sentencing that disproportionately affect historically disadvantaged groups.
