Summary

Current Building Regulations set minimum energy efficiency standards, but only apply to new buildings, with existing buildings only required to comply when extensions or alterations are made, and even then, only the extension or altered part must meet the regulations. Energy use in buildings accounts for around 40% of UK greenhouse gas emissions, with 17% of Scotland's housing stock having poor energy efficiency and 700,000 people living in fuel poverty. Friends of the Earth Scotland and the Association for the Conservation of Energy believe building standards should cover existing buildings to tackle these issues, and propose that when extensions or alterations are made, the entire building should be required to meet current Building Regulations. The Buildings (Scotland) Bill could introduce powers to make Building Regulations apply to existing buildings, furthering the conservation of fuel and power and sustainable development.
