Summary

教官離開校園後，高級中等學校全民國防教育的師資問題亟待解決。教育部成立議題小組，研議解決各校實際的師資需求，避免產生斷層現象。議題小組盤點了法規和實施情形，發現現職教官轉任一般高中教師必須依照教師法規定，仍然要經歷全職實習才能參加教師資格檢定。為解決這個問題，議題小組提出法令修正和員額控管的建議，包括修正「各級學校全民國防教育課程內容及實施辦法」第八條，和配置創新人力至全民國防教育的師資。最終，教育部達成初步的共識，將由學生事務及特殊教育司展開研議修正相關法規，同時設限不得辦理其他加註任教學科。
