Summary

The World Health Organization (WHO) is drafting a convention, agreement, or other international instrument on pandemic prevention, preparedness, and response. The Intergovernmental Negotiating Body (INB) established a process to draft and negotiate the instrument, with a view to its adoption under Article 19 or other provisions of the WHO Constitution. The Bureau developed a conceptual zero draft, which was considered at the INB's fourth meeting as a basis for commencing negotiations. The INB requested the Bureau to provide a Bureau text, including options, to facilitate the work of the drafting group. The Bureau's text and the negotiating text are compared, showing changes, additions, and deletions. The instrument aims to achieve equity in pandemic prevention, preparedness, and response, and includes provisions on pandemic prevention, public health surveillance, One Health approach, preparedness, and international collaboration. The text is divided into three chapters: Introduction, The world together equitably, and Institutional arrangements and final provisions.
