Summary

The 20th anniversary of the 9/11 attacks marks the beginning of the "Global War on Terror" (GWOT), which has become a shape-shifting, endless conflict with immense costs, including 900,000 killed, $21 trillion spent, and 37 million displaced. The GWOT has not been successful in reducing terrorism, as jihadi groups have proliferated and become better armed and organized. The war has also led to unforeseen consequences, such as the radicalization of Muslims in the West and the erosion of trust between Muslim communities and Western establishments. The root causes of jihadi extremism, including grievances over US support for Arab regimes and the occupation of Palestine, remain unaddressed, and the GWOT has instead created more jihadis. The winners of the GWOT are the Taliban and other militant Islamist groups, as well as Arab autocrats, while the losers are the people of the Middle East and the West, who have suffered from the consequences of the war.
