Summary

Deforestation and biomass decay account for approximately 17% of global greenhouse gas emissions, with the Amazon being the largest rainforest tract and a major contributor to forest loss and CO2 emissions. The deforestation rate in the Brazilian Amazon decreased substantially from 27,000 km2 in 2004 to 7,000 km2 in 2009. Analysis suggests that approximately half of the avoided deforestation in the Amazon from 2005 to 2009 can be attributed to conservation policies introduced in the second half of the 2000s, equivalent to an avoided loss of 62,000 km2 of forest area and 620 million tons of stored carbon. Key policy turning points occurred in 2004 and 2008, with the introduction of the Action Plan for the Prevention and Control of Deforestation in the Legal Amazon and the creation of protected areas, as well as new credit policies and stricter monitoring activities. Agricultural prices also have a causal effect on deforestation rates, with crop prices having a positive impact and cattle prices having a heterogeneous effect.
