Summary

This study presents evidence from Indonesia on how economic growth has contributed to poverty reduction at the regional level, with a focus on decentralization. Indonesia has reduced poverty from 23% in 1999 to less than 12% in 2013, but regional poverty differences persist. The study finds GDP per capita to be a major driver of poverty decline, and panel data analysis shows poverty has decreased in areas with higher educational attainment, established local poverty reduction offices, higher fiscal revenues, and higher urban population shares. A positive link between regional inequality and poverty suggests that successful poverty reduction requires both economic growth and sound social policies.
