Summary

The Government Accountability Office (GAO) proposes to amend its Bid Protest Regulations to implement the requirements of the Consolidated Appropriations Act for Fiscal Year 2014, which directs GAO to establish and operate an electronic filing and document dissemination system for bid protests. The proposed amendments include the development of the Electronic Protest Docketing System (EPDS), which will be the sole means for filing a bid protest at GAO, with the exception of protests containing classified information. GAO also proposes to require a fee of $350 to file a protest through EPDS, which will be reviewed every two years to ensure it is properly calibrated to recover the costs of establishing and maintaining the system. Additionally, GAO proposes administrative changes to reflect current practice and streamline the bid protest process. Comments on the proposed revisions must be submitted by May 16, 2016.
