Il presente "dossier" illustra l'evoluzione funzionale e finanziaria delle Province italiane, rappresentando un utile strumento di approfondimento nel dibattito sui costi delle istituzioni e sull'utilità delle Province. Le Province hanno conosciuto un processo di consolidamento amministrativo negli ultimi 15 anni, con un ruolo confermato e garantito a livello costituzionale come ente intermedio tra la Regione e il Comune. Il processo di attuazione della riforma costituzionale del 2001 è stato solo parzialmente avviato, e il Paese ha bisogno di certezze sugli assetti istituzionali. Occorre un riordino complessivo dell'amministrazione statale e regionale, riprendendo il processo di trasferimento dei compiti e delle strutture ai Comuni e alle Province. La Provincia svolge oggi alcune funzioni strategiche per il territorio, come la pianificazione territoriale e la programmazione, e deve concentrarsi sulle funzioni di governo di area vasta.
