Summary

The SDGs have reignited interest in public investment, particularly in infrastructure, with international financial institutions issuing "good practice" guidelines. However, these guidelines are insufficient to ensure sustainable development. The paper examines the case of Chile, which has efficient and transparent investment management but has become less complex and reliant on primary exports, with spatial disparities, inequality, and congestion. A system of economy-wide shadow prices linked to a sustainable growth strategy and the creation of "clean" hubs can help address these issues. Local investments in infrastructure and public services are critical to making these hubs attractive for private investors and generating sustained employment. The paper argues that investment decisions should be consistent with the government's macro-fiscal stance, particularly growth and income distribution objectives.
