Summary

Public Law 92-560, the Lower Saint Croix River Act of 1972, amends the Wild and Scenic Rivers Act to designate a segment of the Saint Croix River in Minnesota and Wisconsin as a national wild and scenic river. The law requires a development plan, allows for land acquisition, and provides for navigation aids and appropriations. The segment is to be administered jointly by the Secretary of the Interior and the states, with the upper 27 miles administered by the Secretary and the lower 25 miles by the states. The law authorizes $7,275,000 for land acquisition and development, with no more than $2,550,000 to be expended in the first fiscal year.

Public Law 92-561 amends the Act of September 26, 1966, to extend for four years the period during which the authorized numbers for the grades of major, lieutenant colonel, and colonel in the Air Force may be increased. The law also requires the Secretary of Defense to submit a report to Congress regarding limitations on the number of officers in various commissioned grades and to include recommendations for legislation to establish new permanent limitations.
